The Ministry of Energy and Natural Resources of the Republic of Turkey is a ministry that operates under the
Presidency of the Republic of Turkey and is responsible for energy and natural resources-related affairs.

in the most efficient and environmentally-conscious manner while visioning a reliable future in energy and natural resources for all.

Problem

Following the establishment of the Cyber Security Operations Center (CSOC) under the Ministry of Energy and
Natural Resources (MENR) and its subordinate institutions, it was necessary to monitor and track security operations
using a Security Information and Event Management (SIEM) product, generate the required reports, create alarms
based on predefined scenarios, and take necessary actions. Furthermore, it was required to consolidate the high
EPS (Events Per Second) data of MENR's subordinate institutions in a single operation center and analyze it
using a single SIEM while also maintaining live data for at least 6 months.

Result

The resource integration processes of four institutions, including the Ministry of Energy, have been completed.
Delegations have been defined to enable personnel in each institution to access their own resources, dashboards,
and reports. An alarm library utilizing predefined lists on Logsign has been activated to enable the CSOC team to monitor
activities 24/7. New alarms requested based on threat scenarios have been created. Successful false positive studies have been
conducted to enhance the accurate detection, analysis, and prompt action against potential threats and attacks.
